Normally, people who write newspaper headlines are notorious for removing any word thta they could possibly cut, often to the point of making what they write ambiguous or downright cryptic.* Not always, though.
You ever notice how far a newspaper writer will go out of their way, just to avoid writing “Police killed a man” in so many words?
